On March 11, 2021, President Biden signed the American Rescue Plan into law, which provided essential financial relief to individuals and families along with COVID-19 relief to states and localities. One component of the package is a third round of stimulus payments. Despite wide news coverage about these payments, many have questions about whos eligible and how to receive them. The third round also has different eligibility rules than the first and second rounds of payments, which were distributed earlier.

Below are ten things to know about the third round of paymentsincluding information on filing your 2021 taxes if you missed any or all of your payment:

1. The payments were $1,400 per qualifying adult and $1,400 per dependent. For the third round of stimulus payments, taxpayers could get payments for dependents of all ages, including children over the age of 17, college students, and adults with disabilities. The taxpayer received the payment on behalf of the dependent, although financially independent college students and young adults who are not claimed as a dependent may be eligible for their own payment. The payments were an advance against a new credit for tax year 2021. Filers can claim the payment, which is called a Recovery Rebate Credit, on their 2021 tax return if they didnt already receive the full amount. These payments will not affect eligibility for other tax credits.

How Do I Get It

  • The stimulus payments will be processed by the IRS.
  • If you have already filed a 2019 tax return, you will get the stimulus payment automatically. You will receive it in the same form as your tax refund. If you requested direct deposit, then the stimulus will be direct deposited. If you requested a paper check, then the stimulus will be mailed to the same address on your 2019 tax return.
  • If you entered your information into the IRS non-filer portal earlier in 2020, you will get the stimulus payment automatically. You do not have to do anything.
  • If you receive one of the following benefits, you will get the stimulus payment automatically. You do not have to do anything.
  • Social Security

Irs Stimulus Checks: Whats Going On

The American Rescue Plan, passed in the early days of President Joe Bidens administration, included rental assistance, tax rebates and direct payments to families, as well as funds to distribute vaccines. The planned relief payments totaled over $900 billion. That was on top of relief checks sent out by former President Donald Trumps administration in 2020.

But many people who dont file taxes were missed by the new payments. The government couldnt find them to give them their money. Some were homeless, while others lacked bank accounts or internet access. Some were filing taxes for the first time. Others had family members who were not in the country legally and thus feared any government contact.

The IRS letters are an effort to find these people. While the last normal extension for filing was Oct. 17, some people can still file a simplified return by Nov. 15 and get relief.

The letters are going out near a close midterm election, however, in which Republicans have made the IRS a political issue. While the agency won increased funding recently, and is being used as a prime mechanism for delivering relief, the agency lacks a new commissioner. That appointment will create another political fight after the election.

Experts Say Tax Returns Could Be Delayed

    Stimulus Check 2020 Guidelines

Although the IRS says most refunds will be sent within 21 days, experts warn that delays are likely, noting that the agency is still working through 2020 tax returns.

During the 2020 budget year, the IRS processed more than 240 million tax returns and issued roughly $736 billion in refunds, including $268 billion in federal stimulus payments, according to the latest IRS data. Over that period roughly 60 million people called or visited an IRS office.

Donald Williamson, an accounting and taxation professor at American University in Washington, said he expects weeks and weeks of IRS delays in 2022. My advice in 2022 is file early, get started tomorrow and try to put your taxes together with a qualified professional.

Compounding the challenge, tax preparers told CBS MoneyWatch that it remains hard to reach IRS personnel on the phone. The IRS answered only about 1 in 9 taxpayer calls during fiscal year 2021, Collins reported. Many taxpayers are not getting answers to their questions and are frustrated, she noted.

Back in the old days, youd wait 5-10 minutes and get an IRS agent on the phone, said Christian Cyr, a CPA and president and chief investment officer at Cyr Financial. But now, he said, his CPAs wait hours to speak with an IRS employee, with no guarantee of ever reaching one.

How Do I Know If Im Eligible For More Stimulus Money

All stimulus check payments ended on December 31, 2021. Most Americans received their full payments, but there are a few reasons why you may not have received as much as you are eligible for: If you had a baby or added qualifying children to your family in 2021, youre due another $1,400 for each additional kid.

Likewise, if your income dropped considerably last year, you could also be owed more money.

If you believe that you are eligible for more stimulus money than you received in 2021, the best tax software will calculate your recovery rebate credit automatically and include the amount of additional money on line 30 of your IRS Form 1040.

If you want to calculate your potential recovery rebate credit yourself, use the Recovery Rebate Credit Worksheet as directed in the IRS instructions for Form 1040.

Here’s The Rule On Tax Filing And Stimulus Checks

When stimulus checks were authorized, the requirements for eligibility did not include filing or paying taxes. In other words, if your income is so low that you don’t have to file a tax return, you were still eligible for the payment.

However, the IRS did use information from your past returns both to determine eligibility and to find your financial information to deliver your check. In other words, if you didn’t file a return in 2018 or in 2019, you were still eligible for a check, but the IRS wouldn’t have known where to find you to pay you your money.

To get around this problem, the IRS collected information from the Social Security Administration and the VA so it could send out checks to individuals who receive these benefits but don’t file returns. The agency also set up an online form for non-filers that people could use to provide the necessary details for the IRS to send their stimulus payments. Those who don’t get SSA or VA benefits and who don’t file returns were able to use this form. And individuals who do get benefits could also use the non-filers form to alert the IRS to their dependents and claim the stimulus money for them .

You’ll now have to file a return because the stimulus payments that were made were an advance on a tax credit. It’s late to get the advance but not too late to claim the credit, which is being referred to as a Recovery Rebate Credit.

How Much Were The Stimulus Checks

The first round of stimulus checks were paid to people beginning in April 2020. Those checks were up to $1,200 per eligible adult and up to $500 for each dependent child under 16.

The second round of stimulus checks were paid to people beginning in December 2020. Those checks were up to $600 per eligible adult and up to $600 for each dependent child under 17.

The third round of stimulus checks were paid to people beginning in March 2021. Those checks were up to $1,400 per eligible adult and up to $1,400 for each dependent child, regardless of age.

    Recovery Rebate Tax Credit

When you file your 2021 federal income tax return this year, youre going to see a line on the second page for the Recovery rebate credit. Pay close attention to that line, especially if you didnt receive a full third-round stimulus check, you didnt file a 2019 or 2020 tax return, your income dropped in 2021, you had a baby in 2021, you got married last year, youre a recent college graduate, or you otherwise had a significant change of circumstances in 2021. If youre eligible for a third stimulus check, this credit could save you a lot of money.

Your third stimulus check and the credit amount are calculated in the same way. However, your stimulus check was based on information from either your 2019 or 2020 tax return. The tax credit is based on what you put down on your 2021 tax return. So, the failure to file a 2019 or 2020 return, or a change of circumstances from 2020 to 2021, could result in a difference between the amount of your third stimulus check and the credit amount.

If the recovery rebate credit is higher than your third stimulus check, your 2021 tax bill will be lower, and you might even get a refund. If your stimulus check was higher than the allowed credit, you get to keep the difference. So, you win either way!
