How Property Tax Rates Are Determined In Bc

How to Find Property Tax Information

Municipal property tax rates are determined based on the budget needs of the municipality. Municipalities consider their expected spending and other revenue and use property taxes to make up for the rest. The specific property tax rate for a certain year depends on the budget of the municipality and its total assessment base . If more tax revenue is necessary, tax rates will need to go up, and vice-versa.

The School Tax is less transparent. Every year, BCs Minister of Finance determines the total amount needed from the School Tax. The Lieutenant Governor in Council then has until May 4th to determine the specific tax rates for each school district. School tax rates can differ between school districts as well as in the districts themselves.

Additional School Taxes on High-value Properties in BC

If you own a residential property assessed at more than $3 million, you will have to pay an additional school tax. You will also still have to pay the base school tax rate on the whole value.

As of 2020, you would have to pay:

  • 0.2% on the value of your property between $3 million and $4 million
  • 0.4% on the value of your property above $4 million.

A $5 million detached home would have to pay an additional school tax of $6,000 in 2020.

0.2% x $1M = $2,000 0.4% x $1M = $4,000 Total: $6000

What Are Property Taxes

Simply put, property taxes are taxes levied on real estate by governments, typically on the state, county and local levels. Property taxes are one of the oldest forms of taxation. In fact, the earliest known record of property taxes dates back to the 6th century B.C. In the U.S., property taxes predate even income taxes. While some states don’t levy an income tax, all states, as well as Washington, D.C., have property taxes.

For state and local governments, property taxes are necessary to function. They account for most of the revenue needed to fund infrastructure, public safety and public schools, not to mention the county government itself.

You may have noticed already that the best public schools are typically in municipalities with high home values and high property taxes. While some states provide state funds for county projects, other states leave counties to levy and use taxes fully at their discretion. For the latter group, this means funding all county services through property taxes.

Relationship Between Property Values & Taxes

  • Prior to the economic downturn, property values were increasing annually, reaching a high of $58 billion in assessed value in fiscal year 2009.
  • In addition, new construction was added to the rolls each year, also increasing the assessed value to be taxed.
  • Both these helped keep the tax rate down.

    Owing Back Property Taxes

As with any taxes, if you fall behind on your debt to your county offices, it will become a problem. If you know you wont be able to pay, the best thing to do is get in touch with your county assessors office and ask to make an arrangement to pay what you can. Simply ignoring your obligation will only lead to penalties added on top of your existing debt.

Eventually, your county offices may put a lien on your property, which will keep you from being able to sell it until youve paid off the tax debt. In some cases, the county may choose to sell your property as a foreclosure and use the money to take care of the taxes you owe. If it gets to that point, work with your county assessors office to try to get the back taxes paid before the house is actually sold.

If youre concerned that your taxes may not be up to date, go straight to your county assessors office to straighten things out. They should be able to provide a report showing a monthly accounting of any payments that have been made. If your mortgage company hasnt been following through on paying property taxes out of your escrow, this is something to take up with them. There may be a disconnect at some point, especially if your mortgage has changed hands recently.

    Important Information For New Homebuyers

    Pay Personal Property Tax

You can possibly save costly penalties if, before you purchase a property and close escrow, you make sure there are no prior delinquent taxes owed on the property, and pre-arrange who pays the current installment due. If property is purchased in November, determine who is to pay the first installment due on or before December 10 for the period of July 1 through December 31. Keep in mind that as a new property owner, California law states you are responsible for the timely payment of taxes on your property. DO NOT WAIT TO BE NOTIFIED or expect receipt of a tax bill. None may be forthcoming. Make it a matter of your personal responsibility to find out what taxes are due by you, as required by law. In a normal escrow, current year taxes are usually pro-rated at the time of closing or escrow between the interested parties, based on the number of calendar days each party held ownership during the fiscal year which extends from July 1 through June 30. Pro-ration is a matter strictly between the parties involved. The Treasurer-Tax Collector cannot adjust the taxes. The installment amount as shown on the tax bill is the amount due by the party determined at the close of escrow. Check your title papers to see if you were credited or debited an amount for the time in the fiscal year you owned the property. Once The Mortgage Is Paid

Paying off your mortgage is a huge accomplishment, but it also makes things slightly more complicated. Those property taxes that were previously being paid by your lender are now your responsibility, and youll be responsible for paying them even if your assessor doesnt send you a bill. Chances are, you can get the information you need and make your payments online, but if not, you can always contact your county assessor and get instructions on paying by mail.

Most county websites now have a portal designed to help residents pay their property taxes. Using only your property address or name, you should be able to get information on how much you owe and pay your bill directly. Thats a great one-time solution, but youll most likely want to set payments to happen automatically. Check to see if your county office has a debit option where the amount is taken from your account.

If youd prefer to be in control of how much you pay and when, you can set up these recurring payments to be made by your bank account on the due date. You may be able to set things up for monthly payments if this is easier on your budget, but you should also have the option to pay once or twice a year. Check in occasionally to make sure youre up to date on payments and pay close attention to any assessment notices that might change the amount you owe.

How To Calculate Sales Tax Backward From Total

Most of the state and local governments would collect a sales tax on the products sold in stores. For some people, they need to know how much they had paid for, especially when they need to fill out accurate tax returns or receive monetary credits for any sales tax which theyve overpaid. Knowing this information is very beneficial, especially if you have to make a list of any purchases youve made outside of your state and find out how much taxes youve paid on them.

You dont pay for a reverse sales tax instead, you calculate it. The simplest way to do so is to use this reverse tax calculator. For instance, youve made some purchases on a business trip. As you go through the receipts, you may want to find out how much is the sales tax and how much is your actual income. Rather than calculating the sales tax from the purchase amount, its easier to calculate the sales tax in reverse then separate this amount from the total amount.

The computations remain the same whether youre performing a reverse sales tax calculation using a receipt that you have, or youre trying to figure out the price of an item before the taxes. Lets take a look at some steps for you to calculate the sales tax backward from the total. Before you start, you should know the total amount youve paid for as well as the amount of tax paid. Then follow these steps:

    • Subtract the tax paid from the total amount

    $26.75 $1.75 = $25

    General Questions About Property Taxes

In order for the amount of your taxes to be determined, the County Assessor must first assess the value of your property as of January 1. Generally, the assessed value is the cash or market value at the time of purchase. This value increases not more than 2% per year until the property is sold or any new construction is completed, at which time it must be reassessed.

For more information on how the assessed value is determined, see the County Assessors website.

After the Assessor has determined the property value, the County Controller applies the appropriate tax rates, which include the general tax levy, voter approved special taxes, and any city or district direct assessments.

For more information on the applied tax rates, see the County Controllers website.

The general tax levy is determined in accordance with State Law and is limited to 1% assessed value of your property. After applying tax rates, the County Controller calculates the total tax amount. Finally, the Tax Collector prepares property tax bills based on the County Controllers calculations, distributes the bills, and then collects the taxes. Neither the County Board of Supervisors nor the Tax Collector determines the amount of taxes.

A tax deed sale is different from a tax lien sale in that it offers complete ownership of a property. In some states, the government will seize homes with unpaid property taxes and then sell the properties at a tax deed sale, which is a public auction. The property at a tax deed sale is usually sold for the amount due in unpaid taxes, plus fees and interest charges. Its also known as a foreclosure auction.

Even though that amount could be relatively low, bidders usually drive up the price during the auction process. Before being transferred to the winning bidder, the property should be cleared of all mortgages and liens against it.

    Determining Your Property Taxes

There are several ways to find out how much you paid in property taxes over the course of a year, but the simplest is probably to look through your own records. Your mortgage company likely sends you a statement at least once per year that highlights what you paid in principal and interest, as well as how much was put into escrow. From your escrow account, your mortgage company pays your homeowners insurance and property tax bills to make sure they get paid on time.

At the end of each year, your lender is required to send you a Form 1098, which may include the amount of property tax you paid in box 10, marked Other. If you paid too much into escrow throughout the year, youll get a refund check for the overage, and this usually includes details of how much property tax was paid out of your escrow account. If you paid too little, your mortgage company will send a check for the extra amount, also including a detailed account of how your money was used.

If you arent receiving this information on a regular basis, contact your mortgage lender to request one. If youve opted into paperless billing, you may find that all of the information is being provided through a web portal.
