In addition to coming in to the office, other options for filing your Springfield Income Tax Return and making payments are still available. You can prepare and mail your return to our office prepare your return and drop it in our Drop Box or file online through TaxConnect on our website. Return forms can be found on this webpage under Forms for Individuals or Forms for Businesses. If you need assistance in the preparation of your return, you can put your W2s, schedules and other supporting documentation in an envelope and either mail it to our office or drop it in the Drop Box. We will prepare your return for you and send a letter with the results. Our mailing address is PO Box 5200, Springfield OH 45501. The blue Drop Box is located at the west end of the City Plaza, on South Fountain Ave, across from KeyBank.

Payments can be made in the office by cash, check, money order, or credit card. Credit card payments can also be made through TaxConnect here on our website. There will be a convenience fee for online payments. In addition, most bank branches and online banking platforms will allow you to set up one time or recurring payments to your City of Springfield Income Tax account without a fee.

3-25-212020 Athens City Income Tax Filing Deadline Change: The Athens City Income Tax Deadline for filing and paying your 2020 tax return has been extended to May 17, 2021. Nothing further needs to be done to extend the filing and payment of your tax return. The due date has been automatically extended for the City Income Tax filing and payment since the State of Ohio has extended its due date. The due date for the First Quarter 2021 estimated payment remains at April 15, 2021.

Section B Business Filing

1. Does a business have to file a return?All businesses located in or working in Wilmington must file a return annually regardless of the organizations form and regardless of whether the business had income or a loss for the year. Generally, a business will use Form BR to report its income and expenses. However, if you are employed as an individual but earn incidental income from a side business, you may simply include this in your individual return, Form IR, rather than fill out a separate business return .

2. How should S-Corporations and Partnerships report their profits?Unlike federal tax requirements for Wilmington income tax purposes, profits of S-Corporations and Partnerships are not passed through to shareholders or individual partners for inclusion in their individual returns . An exception to this rule is a resident partner involved in a non-resident partnership, which isnt taxed . S-Corporations and Partnerships and Partnerships must report and pay the Wilmington income tax as a business using Form BR.

3. What income should an Incorporated business report?An Incorporated business should report all income earned for work performed in the City. If you performed work both inside and outside the City limits, an allocation may need to be made on page 2, Schedule Y of Form BR to determine the taxable portion to the City of Wilmington.

    Section A Individual Filing

    1. Do I have to file a return?All residents of Wilmington are required to file a tax return regardless of where they work.

    2. Do I have to file a return if I work in Wilmington but live elsewhere?You are subject to tax on all income earned while working in the City, regardless of where you live or where your employers main office is located. But, the City holds the employer liable for withholding the tax. Therefore, you do not have to file a Wilmington tax return if you work in Wilmington but live elsewhere. Exceptions to this:

  • If you are a Federal employee working in the City of Wilmington and your city tax is not withheld, you must file a Wilmington tax return.
  • If you are self-employed in the City of Wilmington and live elsewhere, you must file a Wilmington tax return.
  • 3. What income is taxed by the City?Earned income is subject to the Wilmington local income tax but unearned income is not. Common illustrations of earned income include salaries, wages, commissions, bonuses, and other compensation paid by employer before any deductions. Unlike for your Federal return, you may not deduct contributions to a retirement plan . Also taxable are gambling and lottery winnings reported on IRS Form W2G or Form 5754. Gross earnings are taxed in the year earned. Pension and retirement income is not taxable when you are retired and receiving distributions.

    Important Income Tax Changes Effective January 1 2016

    Pursuant to the passage of Amended Substitute House Bill 5 by the Ohio General Assembly in December 2014, new State mandated municipal income tax guidelines have been established. These changes becomeeffective with tax years beginning January 1, 2016.

    Changes regarding the declaration and payment of estimates for both individuals and businesses beginning with tax year 2016 are as follows:

    Please note that estimated payments are not mandatory in the City of Brunswick and a penalty will not be assessed for late payment of the estimate.

    When filing your return, you are required to attach all W-2s and 1099-MISC forms. Please include a copy of the Federal Form 1040/1040A/1040EZ to ensure your return is timely filed.

    If the tax balance due is $10.00 or less, no payment is required.

    The amount to be refunded must be greater than $10.00. Full-year non-resident taxpayers requesting a refund should use the Application for Refund form found on the citys website. Examples include days worked out of city, employer error, or taxpayers under the age of 18.

    If you file a Federal extension, you will automatically receive a 6-month extension for filing. Please forward a copy of the extension to our office. An extension of time to file is not an extension of time to pay any tax due.

    A late filing penalty of $25 will be charged for each month filed after March 15, 2020, up to $150.00 , even if no tax is due.

    The tax department is available to assist you in completing your city tax returns and answer any questions you may have about your tax filing.

    • The current tax rate is 1.8% and is levied on wages and net profits of any business operating in Bryan, both resident and non-resident. You may refer to the General Information section of the instructions form for information of what income is considered taxable, credit for local tax paid to other cities, penalty and interest, part year calculations, etc.. Net operating loss carry forward is NOT allowed for net-profit businesses until tax year 2017 filed in 2018.
    • Mandatory filing is required for all residents of Bryan who are eighteen years of age or older, even if the resident has no taxable income and/or does not file a federal income tax return. If there is no taxable income to report, the Bryan return must be filed stating the work status of the tax payer, ex: unemployed, workers compensation, retired, etc.
    • Income tax return due date is the same as your federal income tax return due date: April 15th or the revised federal due date.
    • Every employer is deemed to be a trustee of the City of Bryan in collecting and withholding of the Bryan income tax on employees wages and is liable to the City for the payment of such tax, whether actually collected by the employer or not.

    General Income Tax Information

    The City of Amherst, Ohio has mandatory income tax filing. The tax rate, in effect since 1991, is 1.5% with a 1% credit given for taxes paid to other cities. One percent of the total tax rate is used for general fund expenses. The remaining one-half percent is divided equally between the general fund and the street improvement fund.

    In January, tax forms are mailed to every Amherst resident who is on file with our office. While every effort is made to mail a tax form to all taxpayers required to file, it is the taxpayers responsibility to obtain a form. The tax forms can be obtained in the tax office any time during business hours or from the Amherst Public Library during the months of February, March and April. They can also be obtained at the links listed below.

    Upon request, our office will calculate your individual Amherst city tax forms for you free of charge. Estimated payments are accepted, but are not mandatory. They can be set up at the time of filing, or at any time by informing the tax office.

    A written extension request must be received in our office by the original due date of the return. If a federal extension was submitted to the IRS, a copy should be sent to our office before the original due date of the return to avoid late filing notices. The extended due date of the City of Amherst return is the same date as that of the extended federal income tax return.

    City Of Monroe Tax Rate: 2%

    All residents of Monroe with earned income are required to file an income tax return with the City. *Retired residents and individual taxpayers under the age of 18 years old, are only required to file a return if their income or liability meets Federal filing guidelines.* The local income tax rate is 2% and applies to gross wages, salaries and other personal service compensation, and net profits of Monroe businesses. Qualifying homeowners and their dependents are exempt from the .5% increase and taxed at a 1.5% rate.

    Taxable income also includes gambling winnings, rents from property and/or any other profit from businesses. Social security, pensions, interest and dividends are not taxable.

    The City provides 100 percent credit up to your individual tax rate OR the tax rate paid to the workplace municipality .

    Form A

    1. As an employer am I required to withhold the Wilmington income tax from employees pay?A resident employer or an employer having employees working within the City must withhold Wilmington income tax from all salaries, wages, commissions, bonuses, or other compensation paid to employees before any deductions. This is applicable for a business whose primary office is outside of the city limits, as well as those in the City.

    Where a business fails to withhold the income tax from the employee, the City will hold the business responsible for paying the tax.

    2. What is the due date for returns?For calendar year taxpayers the due date is April 15. For other fiscal year end taxpayers the return should be filed within four months after the end of the fiscal year.

    4. What if I do not file a return? Or, what if, as an employer, I fail to submit employee withholdings?You may be subject to interest and/or penalties for failing to either submit a return or to withhold and remit employee local income tax.

    Municipal Operations & Tax Rates

    In order to provide funds for the purposes of general municipal operation, maintenance of equipment, extension, enlargement, improvement of municipal services and facilities, and capital improvements, the City of Troy, Ohio imposes a municipal income tax. This tax is essentially an “earnings tax” and is levied on salaries, wages, commissions, and other compensation, and on net profits as provided in the Citys Income Tax Ordinance. The current tax rate is 1.75%.

    Please remember that Brunswick has a mandatory filing law that requires any person 18 years or older, who resides in the City of Brunswick, to file a return, regardless of income, including any person who owns a business and/or rental property.

    Exception is for any person who has submitted proof of retirement to the Tax Department and has no other taxable income.
