Multnomah County Preschool For All Income Tax

You are required to file a Multnomah County PFA Personal Income Tax return if:

  • You are a full-year resident of Multnomah County, and
  • your Oregon taxable income is more than $125,000 and you file as single, which includes the federal filing statuses of Single and Married filing separately or
  • your Oregon taxable income is more than $200,000 and you file as joint, which includes the federal filing statuses of Married filing jointly, Head of household, and Qualifying widow
  • You are a nonresident or part-year resident of Multnomah County, and

  • your Multnomah County taxable income is more than $125,000 and you file as single, which includes the federal filing statuses of Single and Married filing separately or
  • your Multnomah County taxable income is more than $200,000 and you file as joint, which includes the federal filing statuses of Married filing jointly, Head of household, and Qualifying widow
  • If you do not meet the criteria listed above, you are not required to file a Multnomah County PFA Personal Income Tax return. However, if your employer has withheld taxes from your wages, you will be required to file a personal income tax return with the Revenue Division in order to receive a refund of the taxes withheld.

    How Do I Pay My Oregon State Taxes

    In 2020, Multnomah County voters approved a measure to establish a tuition-free preschool program. The Preschool for All program is funded by a personal income tax, which went into effect January 1, 2021.

    The personal income tax rate is 1.5% on Multnomah County taxable income over $125,000 for individuals or $200,000 for joint filers, and an additional 1.5% on Multnomah County taxable income over $250,000 for individuals or $400,000 for joint filers. The rate will increase by 0.8% in 2026. The PFA personal tax is owed by individuals with Multnomah County taxable income above $125,000 if filing single or $200,000 if filing joint who live in Multnomah County , work in Multnomah County, or have income from Multnomah County sources even if not a resident of Multnomah County. To determine if your address is located in the Multnomah County tax jurisdiction, search your address in Portland Maps. If the search results indicate a jurisdiction of Multnomah County, your address is within Multnomah Countys jurisdiction.

    The City of Portland Revenue Division administers the tax on behalf of Multnomah County. Individuals who are liable for the tax must file a separate Multnomah County PFA personal tax return and pay the tax to the City of Portland Revenue Division to be in compliance with the tax law.

    On July 19, 2021 Senate Bill 164 was signed into law, modifying certain provisions of the Oregon Corporate Activity Tax . Previously, all CAT taxpayers used the calendar year to file their corporate activity tax returns. Effective, September 25, 2021, and applicable to tax years that begin on or after January 1, 2021, taxpayers will use their federal income tax year as their tax for the CAT.     The House Ways and Means Committee voted along party lines on Tuesday to release information from former President Donald Trumps tax returns covering 2015-2020. That move capped a tumultuous legal battle over the documents and drew the spotlight back to the years-long controversy over Trumps decision not to disclose financial information after launching his political career.

    Trump broke decades of tradition when he first ran for president in 2016 and after initially suggesting otherwise refused to release his tax returns, claiming he was under audit by the IRS.

    Democrats have long criticized that move and, since they retook the House in 2018, sought to obtain the records themselves, which they ultimately accomplished last month.

    Trump isnt the first president for whom his taxes were controversial: In 1973, Richard Nixon started the custom of presidents releasing their tax information with Nixons release intended to assuage the public after scrutiny over some deductions he claimed.

    Later, after the IRS began a policy of automatically auditing presidents and vice presidents taxes, then-Vice President George H. W. Bush paid nearly $200,000 in back taxes on previously undisclosed income from the sale of a home.

    In 2018 and 2019, when he reported positive income rather than losses, he paid a combined $1.1 million in taxes, according to the committee.
