The Colorado Department of Revenue collects sales taxes for the State, all statutory jurisdictions , plus the sales taxes for all special districts that assess a sales tax. State-collected jurisdictions include all special districts, 50 counties and approximately 150 municipalities, including 24 home-rule municipalities. There are two counties that self-collect and 72 municipalities that self-collect. Any self-collecting jurisdiction may opt-in to have the Colorado Department of Revenue administer, collect and audit sales tax for it.

In order to be state-collected the jurisdiction must conform to a prescribed list of exemption elections and conform to the State’s tax base. There may be local ordinance changes required, or other conforming actions necessary before the self-collected jurisdiction can qualify for the Colorado Department of Revenue to administer, collect and audit as a state-collected jurisdiction.

It turns out that the answer to that question is a bit more complicated than you might think. Before we dive into the lists, there are a few things to keep in mind.

First, and what most online shoppers already know, is that sales tax eligibility usually starts with the buyer’s location. This is why big retailers like can collect sales tax in one state but not in another. Conversely, Walmart must follow the sales tax laws for every state they ship to because they have brick and mortar locations in every state.

But that doesn’t mean that a seller is obligated to collect sales tax for your state. And that usually depends on whether or not you live in a state where the retailer also has a physical presence. That presence doesn’t have to be a storefront. It can be something as mundane as a warehouse. Technically, you as a consumer and taxpayer are supposed to report untaxed online purchases on your income taxes every year, but the vast majority of taxpayers do not and the IRS doesn’t enforce it. States Where Shipping Is Not Taxable

Now Theo sells the same $100 lamp and charges the same $10 for shipping to a customer in a state where shipping is not taxable.

The sales tax rate is still 6%.

In this case, Theo is only required to charge sales tax on the $100 price of the lamp, and not the entire transaction amount.

In this case he would collect a total of just $116.00 from the customer, because he was not required to collect sales tax on the $10 shipping charge.

Taxable Products Or Services

When a taxable product or service is sold, any charges for shipping or delivery that the seller includes on the bill become part of the receipt subject to sales tax.If a customer separately arranges and pays for delivery of a taxable item by a third party, the seller of the item will only collect sales tax on its charge .

Example: A customer purchases a clothes dryer from a major department store chain that has its own delivery vehicles. The department store delivers the appliance to the customers home and charges $20.00 for delivery. The store issues the following bill to the customer:

My accountant didn’t seem to be very clear on this so I’m asking you fine folks… Do I charge the tax on the shipping amount as well? To make it a little more complicated, I sell some medical products that are fully or partially zero-rated for taxes.

– One product is zero-rated for both taxes… so then I wouldn’t charge taxes on the shipping at all correct?

– the other product I have to charge GST/HST on but no other provincial taxes. So then would there be additional federal tax on the shipping?
