The Tax Foundation interprets individual tax burden by what taxpayers actually spend in local and state taxes, rather than report these expenses from the state revenue perspective used by the Census Bureau. Its 2020 State and Local Tax Burden Rankings study reported that Americans paid an average rate of 9.9% in state and local taxes.

According to the foundation, the top five states with the highest state and local tax combinations are:

  • California and Wisconsin 11.0%

The same states have ranked as the top three consistently since 2005, according to the foundation.

Depending on local tax rates and home values, property taxes can account for a substantial portion of housing costs. According to the latest data from the U.S. Census Bureau, the median annual property tax paid by homeowners was $2,578 in 2019, or 1.03 percent of home value, but many households pay far more than this. Further, beginning in 2018, the SALT tax cap began limiting the amount of state and local taxes that could be deducted against federal income taxes. Consequently, living in a high-tax state has become increasingly more expensive.

Census Bureau data shows that in aggregate, property taxes are the biggest source of tax revenue for state and local governments. Nationally, state and local property taxes totaled $617 billion in 2019, or 39 percent of total state and local government tax revenue. Property tax revenue amounted to $159 billion more than the next largest state and local government tax revenue source, individual income taxes.

Property tax rates vary widely by location, making some parts of the U.S. far more expensive to live. While property taxes are levied in different ways based on local and state laws, a helpful way to compare tax burdens across locations is to calculate an effective property tax rate by dividing the total property taxes paid by the aggregate value of homes in a given area.

To determine the states with the highest and lowest property taxes, personal finance site WalletHub compared all 50 states and the District of Columbia, using U.S. Census Bureau data.

The median real-estate tax payment was divided by the median home price in each state. The resulting rates were then used to obtain the dollar amount paid as real-estate tax on a house worth $217,500, the median value for a home in the U.S. as of 2019, according to the Census Bureau.

Surprisingly, one of the most expensive states to live has the lowest effective real-estate tax rate: Hawaii, at 0.28%. Meanwhile, folks in some of the eastern states will not be surprised to learn they pay the highest rates.

Which states have the highest and lowest taxes? Ahead of the tax filing deadline in the spring, the website of Intuits Turbotax looked at that question.

As a result, identifying the states with the lowest taxes might be a smart financial move to make, the report said.

Turbotax, citing the Tax Foundation, reported that there are currently seven states Alaska, Florida, Nevada, South Dakota, Texas, Washington, and Wyoming that have no state income tax, while two more Tennessee and New Hampshire only tax dividend and interest income, and not wages.

The site did caution, however, that low tax rates can be misleading, because of deductions.

WalletHub, in a separate survey, looked at the overall tax burden by state.

It found that Alaska has the lowest burden of all, at 5.10 percent, with a property tax burden of 3.68 percent, no state income tax, and a 1.42 percent total sales and excise tax burden.

Second was Tennessee, with a total burden of 5.74 percent. This includes a 1.7 percent property tax burden, an 0.08 percent state income tax, and 3.96 percent total sales and excise tax burden.

    The five states with the highest average local sales tax rates are Alabama , Louisiana , Colorado , New York , and Oklahoma .

    No states saw ranking changes of more than one place since January. Most states which saw improved rankings did so only in comparison to those that enacted more substantial local rate increases.

    Tampa and the rest of Hillsborough County, Florida, saw a non-legislative tax decrease in February, as the Florida Supreme Court ruled the countys 1 percent transportation surtax unconstitutional. The rate subsequently decreased from 8.5 percent to 7.5 percent, helping to drop the states standing from 22nd to 23rd highest.

    California moved in the opposite direction, going from 9th to 8th highest. This shift is largely due to sales tax increases in the Bay Area. San Francisco and San Jose both increased their sales taxes by 0.125 percentage points as a result of voter-approved measures, while many other jurisdictions in the areaincluding the counties of Alameda, San Mateo, and Santa Claralikewise saw increases. Sales taxes rose elsewhere in the state, including in West Hollywood, where voters approved an increase from 9.5 to 10.25 percent, which went into effect in February.

    Louisiana carries some of the lowest property tax rates as a percentage of earned income because it offers a homestead exemption. This law allows the first $7,500 of assessed property values to forego having property taxes levied against them.

    For reference, assessed home values represent 1/10 of the home’s actual value. For example, a $100,000 home would have a $10,000 assessed value. Therefore, Louisiana’s homestead exemption allows the first $75,000 of home value not to count toward calculating your property tax bill, which goes a long way toward lowering the percentage of income that goes toward these taxes.

    Only seven states charge sales tax on food purchases. However, all seven states offer reductions in the amount of tax charged rather than exemptions. The service providers within a state have an obligation to maintain a record of all sales tax collected and to make periodic payments to the government.     If your property taxes for 2019 were not as high as you anticipated, you were not alone. The average property tax bill of $3,561 for a single-family home in 2019 was up only 2% from the average property tax of $3,498 in 2018, based on data from ATTOM Data Solutions.

    The property tax analysis for more than 86 million single-family homes in the United States shows that property taxes levied on single family homes in 2019 totaled $306.4 billion, up 1% from $304.6 billion in 2018 and an average tax amount of $3,561 per home, an effective tax rate of 1.14%.

    The effective property tax rate is the percentage of a propertys value either its assessed value or in some cases its estimated market value paid in property taxes during a given year.

    The report analyzed property tax data collected from county tax assessor offices nationwide at the state, metro and county levels along with estimated market values of single-family homes calculated using an automated valuation model.

    Todd Teta, chief product officer for ATTOM Data Solutions, said that although property taxes levied on homeowners rose again in 2019 across most of the country, the nationwide increase was the smallest in the last three years. He called it a sign that cities, towns and counties are taking stronger steps to clamp down on how much they hit up property owners to support schools and local government services.
