Online through your Bank or Credit Union – Check with your bank or credit union to find out if they provide online bill pay services for their customers. Allow adequate processing time for this service set up payment early as it must be received by the due date.

Personal Teller Option – Call 1-877-495-2729 to use Point and Pay’s Personal Teller Option and make your payment with a live teller. Personal Tellers are available from 8 am to 11 pm EST, Monday through Friday. A $5.00 convenience fee will be charged in addition to the payment fee.

Note: Electronic and phone payments must be electronically delivered by 11:59 pm on the due date to be considered timely.

Business Property Tax Change In 2021

The City of Victoria collects property taxes on behalf of other agencies, however these agencies determine their tax rates independently of the City of Victoria. Last year, the Province reduced the school tax rate significantly but has not done so for 2021. That’s why you may see a significant increase for this portion of your tax bill. For the City of Victoria portion of your tax bill, business properties that have experienced a property assessment change equal to a decrease of 5.29% can expect the Citys portion to decrease by 2.08%. If your property assessment increased at a greater or lower rate than the average, your property tax increase will adjust accordingly.

First And Second Payment

The first and second payments under a semiannual schedule are each comprised of 50 percent of state and County property taxes, 50 percent of Homestead and Homeowners’ Tax Credits and 50 percent of Metropolitan Charges and other County charges.

The first payment of the semiannual real property tax is due on July 1 of the tax year and may be paid without penalty or interest through September 30 of the tax year. Failure to make the first payment by September 30 under a semiannual payment schedule will result in the semiannual tax bill being processed as a delinquent account, subject to accrued interest, penalties and tax sale.

The second semiannual payment is due on December 1 of the tax year and must be paid no later than December 31 of the tax year to avoid penalty or interest charges. Any unpaid balances due past December 31 are considered delinquent and subject to accrued interest, penalties and tax sale.

Your Propertys Assessed Value

Your property is assessed at the amount indicated in this field. This amount acts as a basis for calculations of the property taxes.

Provincial legislation requires that the assessment reflect the market value of your property as of July 1st of the previous year.

All properties are assessed using similar factors that real estate agents and appraisers use when pricing a home for sale.

If your property was only partially completed as of December 31, your assessment reflects the value of the lot plus the value of the building, based on the percent complete.

If the building is completed during the current year, a supplementary assessment and tax notice will be sent to the assessed person reflecting the increase in assessment from new construction.

Supplementary Tax Billings New Construction And Property Changes

Supplementary and omitted tax bills are sent out as a result of a change in your property during the taxation year. These changes can include, but are not limited to: new residential homes, new commercial, residential or multi-residential units, changes in tax classes, additions or renovations to buildings and previously exempt properties that become taxable.

These bills follow the Property Assessment Change Notice issued by MPAC. MPAC is responsible for assessing the properties and forwarding the information to the City for billing. Sometimes these bills can span more than one year depending on when an MPAC assessor is able to visit your property.

Supplementary and omitted tax bills are usually issued twice per year and are in addition to any other tax bills that may have been issued. Each bill includes the effective date and change reason. They are due in one instalment and notice is provided at least 21 days before the payment is due.

Interim/final Tax Billings Instalment Due Dates

Most property owners will receive two municipal tax bills from the City each year.

  • The interim tax bill, representing 50% of the previous year’s tax bill, is payable on the last business day in February.
  • The final tax bill is the balance of the year’s taxes and is payable on the last business day in June.

In addition, tax billings are separated into 2 groups:

  • Uncapped properties: including property assessed in the residential, farm, new multi-residential and managed forest property classes
  • Capped properties: including property assessed in the commercial, industrial, multi-residential and pipeline property classes.

Property owners who have a property assessed in both of these groups will receive two tax bills. To determine your property’s total taxes, add together the amounts interim taxes from the tax bill summary sections. If you receive two tax bills, please be aware that any arrears or credits will show on the uncapped bill only. Payments will be applied according to payment application information.

What Does The Lien Date Mean On My Bill

There is a lien for taxes on each property as of January 1st. This is a statutory lien, not a recorded lien. Per California Revenue & Taxation Code 2192: Lien Date “Except as otherwise specifically provided, all tax liens attach annually as of 12:01 a.m. on the first day of January proceeding the fiscal year for which the taxes are levied”.

    Pay Your Property Taxes

    Property taxes are paid yearly for each property or manufactured home you own or lease. You pay your property taxes to the office that sent your tax notice.

    All owners are responsible for any unpaid property taxes. If your property has multiple owners, each owner will be sent a copy of the property tax notice. To make sure the taxes are paid in full by the due date we recommend:

    Starting May 2021, eligible property owners will apply for their Home Owner Grant online with the Province.

    Municipalities are no longer accepting applications. Program eligibility is unchanged.
