    Withholding Local Income Tax

    If an employee works in a location that imposes a local income tax, you must deduct the tax from their wages.

    For local income tax withholding, you should register with the income tax office of the school district or location where your business is located.

    Every time you run a payroll, calculate each employees taxable wages. Then, determine how much to withhold by using tax tables or multiplying by the local rate. If you use payroll software, it should calculate the withholding for you.

    Once you withhold local taxes, you need to remit them. Often, local taxes are due quarterly, but due dates vary. Check with your local taxing agency to find out when you need to deposit local taxes.

    After the end of the year, you will send Form W-2 to everyone you employed during the year. Form W-2 will list the amount of taxes you withheld from each employees wages.

For example, California has a 0.76% effective real estate tax rate, while Oregonâs is 0.90%. Move to New York, and your new property tax rate is 1.71%. Even if you buy a home thatâs valued exactly the same, your tax bill can change when you move.

    These are your taxable wages during the year. You need it for filing federal and New York State tax returns.

    The taxable wages consist of the gross wages and other compensation paid to you during the year, including;the following taxable fringe benefits:

    Understanding Locality Codes

    The local Tax Table component displays informationused when the system calculates local withholding tax. In this table, eachlocality is assigned a code of up to ten characters. Typically this is howthese codes are assigned:

    • For Pennsylvania municipalities and school districts: aneight or nine character code based on codes assigned in the official Pennsylvanialocal tax register.

    • For municipalities in states other than Pennsylvania: afive-character Federal Information Processing Standards code.

    • For counties: a three-digit county number.

    • For Ohio school districts: a four-digit district number.

    Pennsylvania Localities

    The State of Pennsylvania providesa registry of tax rates for all cities, counties, political subdivisions,school districts, and so on located in Pennsylvania. For each municipalityand overlying school district, the registry lists effective tax rates forboth local Earned Income Tax and Local Services Tax for residentsand, where applicable, nonresidents.

      What Are Some Differences Between Local Sales And Use Tax And District Taxes

      Please see publication 28, Tax Information for City and County Officials for more information. There is no direct correlation between local sales and use tax and district taxes. In general, local sales tax is allocated to the retailerâs place of business in California where the sale occurs even though the property may never be at the place of business. If a retailer has multiple locations in California, local sales tax is allocated to the place where the principal negotiations are conducted, whether or not the property sold is ever in the jurisdiction where the retailer’s place of business is located. Local use tax is allocated to the place where merchandise is first functionally used, generally through countywide pools.

      As stated previously in question #12, the district tax is distributed to the district where goods are delivered or presumably used. In some cases, a retailer may allocate local tax but report no district tax to a jurisdiction if the merchandise was delivered to a location outside of the district where it was sold. On the other hand, if the merchandise is delivered into a district, a retailer may report district tax and not allocate any local tax to a jurisdiction.

      What Does Effective Property Tax Rate Mean

      The effective property tax rate is the percentage of a propertys value that an owner will pay in taxes. You can determine the effective property tax rate by dividing the total property taxes charged to the property owner by the market value of the property. For example, if you owned a house worth $220,000, and you get a property tax bill for $2,640, then your effective property tax rate would be 1.2%.

      Keep in mind that the effective property tax rate isnt always determined simply from the millage rate. Thats because some areas charge a flat fee and because the full value of a property might not be subject to the tax. Several state and local governments provide partial tax exemptions for certain homeowners.

      Imagine that the county in which you lived provided a $25,000 property tax exemption for military veterans. For a veteran who qualifies for the exemption, their property tax would be calculated on $195,000 of taxable value rather than the full $220,000 their property is worth. In this case, the veteran will owe $2,340 in taxes . Although the actual millage rate is 12 mills, the effective mill rate is only 10.6 mills. The lower effective rate comes from the fact that the full value of the property isnt taxed.

      Effective Property Tax Rate = Millage Rate x / 10

      Effective Property Tax Rate = 20 x .70 / 10 = 1.4

      Who May Impose A District Tax

      A county or a city can impose a district tax for general or specific purposes. These can be imposed either directly or through a special purpose entity. A county can also create a transportation authority to impose district taxes.

      Other Government Funding Sources

      Municipal authorities typically issue bonds to fund some capital projects in the community.

      Investors who purchase municipal bonds are lending money to the government which promises to repay a set amount of interest and repay the principal on a future date.

      To service the debt, that is, to fulfill interest and principal repayment obligations on the bonds, a municipal government may issue a new tax or raise existing local taxes.

      State And Local Income Tax

      You can deduct state and local income taxes you paid. However, you must claim the deduction in the year you paid the taxes.

      Youll increase your deduction for the current year if both of these are true:

      • You make estimated state tax payments.
      • You make the last payment in December instead of January.

      If you didnt do this last year, deduct it in the current year the year you paid it. If you owed money to a state or locality last year, you probably paid the bill in the current year. If you did, include the amount in this years deduction.

      Your state and local sales taxes

      You can deduct your state and local sales taxes instead of state and local income taxes. This could benefit you if your sales taxes are more than your income taxes.

      Most people who live in a state with a state income tax probably paid more income tax than sales tax. However, you might live on federal or state pensions and Social Security income. If you do, you might benefit from this deduction since those arent usually taxable as state income.

      How Is The District Tax Applied

In general, the district tax follows the merchandise. The tax is distributed to the district where goods are delivered and presumably used. However, there is an exception for sales or leases of vehicles, vessels and aircraft.       “Local Tax” is the general term for sales and use taxes imposed under the Bradley-Burns Uniform Sales and Use Tax Law. The basic statewide sales and use tax rate is 7.25% and is divided as follows:
