If you already scheduled your return or extension payment due on April 15, 2021, your direct debit payment will not be automatically rescheduled to occur on May 17, 2021. You must cancel and schedule a new direct debit payment.

To cancel a return or extension payment scheduled to be withdrawn from your bank account on a future date, you must submit your request to cancel the scheduled payment at least two business days before the scheduled settlement date. Use View and cancel scheduled payments in your Online Services account to cancel the payment. Note: The first estimated tax payment for the 2021 tax year is still due on April 15, 2021.

The Bad News: Individual Payouts Tend To Be Rather Small

ALBANY A little-noticed provision that pays New Yorkers interest when state refunds are delayed will dole out $18.2 million this year following 2020’s extended deadline to file taxes during the coronavirus pandemic.

New York is required by law to pay back the interest accrued on refunds from the income tax filings that have been submitted ahead of federally set deadlines, said James Gazzale, a spokesman for the state Department of Taxation and Finance. In a typical year, this cost would go unnoticed as its lumped into the refunds.

But the pandemic prompted the Internal Revenue Service to extend 2020’s deadline for filing from April 15 to July 15, and changes in how the interest would be calculated prompted state officials to focus first on getting refunds out the door and sending interest payments separately.

When the federal decision to delay income tax payments to July required the state to do the same, it also required a change in the way interest on refunds is calculated for those that paid by the new deadline, Gazzale said. With New Yorkers losing jobs and income due to the pandemic, we acted quickly to issue refund checks while we took the time to accurately calculate the interest owed under the new paradigm and separate checks for the interest are now being provided.

Since the state had access to those funds in the interim, New York is required by law to pay interest on those funds.

Ideally, you should only check the status of your refund around 14 days after you e-file. However, if you filed a paper income tax return, it may take up to six to eight weeks before you can check your status.

We highly recommend e-filing your return. It is quicker to do, and youll receive your tax return sooner, too. In addition, you will also receive a confirmation through email when the New York State has received and accepted your return.

Delayed State Tax Refunds Spark Outrage

Give people their money. It’s the rallying cry of lawmakers around the country pushing back against states that are delaying tax refunds to shore up their budgets.

Holding on to the refunds allows states to use the money for other purposes, earn interest on it or simply wait until there’s enough cash to cover the checks. But the cost can be an unhappy public.

“It’s not the state’s money, it’s the people’s money,” said Missouri Rep. Jason Smith, R-Salem. “It’s money they’ve overpaid to the state, and they deserve to get their money back in a prompt time.”

Hawaii, North Carolina and New York are delaying refunds this year. Minnesota delayed some business tax refunds last year and may do so again. Alabama is waiting to send out millions of dollars in refunds until it has the cash.

Some lawmakers want to force money to be returned faster – even as their states face budget deficits and falling revenue.

Missouri delayed sending refunds last year to beef up its cash reserves. But a backlash from taxpayers has led Republican lawmakers to push legislation to stop it from happening again.

Right now, the state can hold tax refunds up to four months – or until mid-August – without paying interest. Legislation that has cleared the Missouri House would slice the grace period to a month and a half.

“I feel taken advantage of,” said Maroney, a 40-year-old excavator and member of the anti-tax We The People Foundation. “I feel robbed.”

Get An Nys Tax Dept Letter Don’t Throw It Out Or You Might Delay Your Refund

ALBANY You filed your taxes and you’re waiting on your New York state refund.

Did you get some mail from the state Department of Taxation and Finance?

Don’t throw it out. It’s not junk mail. And if you ignore it, your refund will be delayed or withheld entirely.

Hundreds of thousands of New York filers are receiving letters asking for proof of the state taxes withheld from their wages in 2018, with the Tax Department demanding copies of W-2s or paycheck stubs from the filer’s employer.

The letters are not a hoax.

A Tax Department spokesman said the agency sent out about 270,000 copies in 2018, and the number has been on the rise in recent years an increase that matches up with anecdotal evidence from accountants, some of whom have grown frustrated with the demands.

The letters have an official state Department of Taxation and Finance seal at the top left, followed by the filer’s address and this sentence in bold: “We need additional information before we can send your New York State income tax refund.”

First, if you receive a letter from us asking for documentation to support what you claimed on your return, dont panic it doesn’t mean that you did anything wrong, state Taxpayer Rights Advocate Margaret Neri said in a statement.

The Tax Department simply needs to ensure that refunds only go to those entitled to them and that returns filed are accurate.”

You can check your New York state tax refund status on the New York State Department of Taxation and Finances website. The fastest way to get your refund is to e-file your return and request your refund via direct deposit. The Department of Taxation and Finance declares that these taxpayers can receive their refund in as little as 14 days. Most, however, will have to wait somewhere between 14 and 30 days. Feds Extend Tax Deadline By 3 Months

All wage earners have been given an extension to July 15 to file their federal and local taxes, although those who are due a refund can file earlier and are supposed to get their refund shortly after they file.

Feurstein said he understands state government is under financial stress, with businesses closed and tax collections drying up.

This is unprecedented. I understand the severity of it. I understand the state is crunched, he said.

I can understand that. But at least give us an answer. Are they being held up because the state is broke? New budget not signed? Trouble with the computer system at the comptrollers office or simply because they are holding the money, Feurstein asked.

But the state Tax Department insisted that its not sitting on refunds and that its processing of returns is very close to what it would be under normal circumstances.

To date, state tax auditors have processed more than 7 million returns and issued 3.3 million refunds, said Tax Department spokesman Darren Dopp.

Nobody thinks of Tax Dept employees in warm and fuzzy ways, but they have continued to do their job during a very difficult time,Dopp said, adding, Given all thats going on, these results are extraordinary.

Dopp said the Tax Department typically processes about 11 million returns per year and collects $119 billion in revenue for the state. It issued 7 million refunds to taxpayers last year.

Bottom line: Were doing the best we can, Dopp said.

The longest amount of time your refund will take is if you paper file your return. If thats the case, you can tack on an additional 4 weeks to all of the times given above. Thats how long it takes the Tax Department to process paper returns.

You should know, however, that this year NYS is experiencing some pretty severe delays. Despite the projections of the Tax Dept., many taxpayers are reporting that it is taking much longer to get their refund. Some are getting messages saying their tax returns need extra review and that it will take 60 days for them to get their refund. Many other people are reporting that its taking 6-8 weeks for them to get their direct deposit refund.

Theres very little you can do to expedite the processing of your return. You can check the status of your return here, but there is really no reason to take the further step of contacting the Tax Dept. unless they ask you to in your status. This is doubtless one of their busiest months of the year and fielding angry phone calls is not going to speed things up.

If youve already taken care of your 2012 federal and state return, you should make sure that you have filed all of your old past year returns. You can still get a federal refund for the last three years.

Alabama Refunds are processed starting March 1 every year. Please wait until then to check the status of your refund.

Alaska No state income tax

Arizona The Arizona Department of Revenue will begin processing electronic individual income tax returns beginning mid-February.

Arkansas Identity theft has been a growing problem nationally and the state is taking additional measures to ensure tax refunds are issued to the correct individuals. These additional measures may result in tax refunds not being issued as quickly as in past years.

California E-filed returns will take up to 3 weeks. Some tax returns need extra review for accuracy, completeness, and to protect taxpayers from fraud and identity theft. Extra processing time may be necessary.

Colorado Fraud detection, along with verification that claims made on an individual income tax return are valid and that documentation is submitted with the returns, could delay individual income tax refunds up to 60 days beyond the time frames of prior years.

Are There Different Types Of Letters

Yes.

The Tax Department’s website lists a handful of different letters that are sent to tax filers, all of which can hold up the issuance of a refund.

The tax withholding letter is the most popular.

But other letters demand proof of college-tuition costs, self-employment income and itemized deductions, among other things.

John Lieberman, an accountant for Manhattan-based Perelson Weiner LLP and a member of the state Society of CPAs, said the itemized-deduction letter can be particularly burdensome.

In that case, a tax filer has 45 days to submit proof of all the itemized deductions they claimed. Otherwise, the state recalculates their tax return with the standard deduction.

“On itemized deductions that are significant, New York state has asked for physical documentation for lots of different things,” Lieberman said. “In several cases, we had to send 60, 70, 80 pages of backup, all the bills, because they wouldn’t just accept a summary.”

Neri, the state’s taxpayer rights advocate, said the goal of the letters is to “ensure compliance and stop questionable refunds, not to delay refunds.
