There are also a number of things that are exempt from sales tax. Some common examples are groceries, newspapers, laundering and dry cleaning, prescription drugs and feminine hygiene products. Clothing and footwear are not taxable if they are less than $110. If they are over $110, they are subject to regular sales tax rates. Any water delivered through mains and pipes is not taxable. However, public utilities like gas, electricity and telephone service are subject to sales tax.

Many remote sellers sell their products though online marketplaces such as Amazon. These are called marketplace providers under New York sales tax law. A “marketplace provider” is a company that facilitates sales of tangible personal property by providing a sales forum, which can be a website, catalog, store, or other forum and collects the money paid by customers and pays it to marketplace sellers.
Effective June 1, 2019, marketplace providers are required to register with New York for sales tax purposes and collect and remit sales tax if in the previous four sales tax quarters:
- the cumulative total of the provider’s gross receipts from sales made or facilitated of tangible personal property delivered into New York exceeded $300,000, and

How Do I File And Pay The Real Estate Transfer Tax
If you are selling a co-op, your attorney will send your transfer tax to the county clerk along with the buyers mansion tax and a Form TP-584. If selling real property like a condo or house, the title company will collect the transfer tax from the seller and send it in, along with the buyers mansion tax and Form NYS TP-584.
Which Property Transfers Are Exempt From The Tax
Unfortunately, most of our readers are subject to the transfer tax. There are only a few exceptions carved out for real, arms-length real estate transactions. New York Citys website outlines the only exceptions to the transfer tax as transactions:
