Under normal circumstances, you can hand deliver your return to a local IRS Taxpayer Assistance Center if there’s one near where you live. You would ask the IRS agent for a stamped receipt upon submitting it.
As of 2020, walk-ins are no longer accepted, though you may be able to make an appointment. The IRS website provides locations, addresses, and phone numbers for each state.
Filing A Paper Income Tax Return
Before starting your Minnesota return , you must complete federal Form 1040 to determine your federal taxable income.
We use scanning equipment to process paper returns. Follow these instructions to ensure we process your return efficiently and accurately:
- Use your legal name, not a nickname.
- Use whole dollar amounts. Round your amounts to the nearest whole dollar.
- Leave lines blank if they do not apply to you or if the amount is zero.
- Do not write extra numbers, symbols, or notes on your return, such as decimal points or dollar signs. Enclose any explanations on a separate sheet unless you are instructed to write them on your return.
- Place a copy of your federal return and schedules behind your Minnesota forms. Do not include your federal Forms W-2 or 1099.
- Sign and date your return. Your spouse must also sign if you are married and filing a joint return.
- Do not use staples or tape on your return. You may use a paper clip.
How Often The Irs Changes Its Tax Forms
The IRS has to update many of its forms annually. Even if the forms content doesnt change, the form needs to state the current year so that taxpayers can be confident theyre filing the correct paperwork and calculating the right amount of tax due. The IRS updates its forms because of new laws or guidance, new addresses or phone numbers, or the need to make a correction or clarification.
A big reason for tax form changes is new legislation, such as the Tax Cuts and Jobs Act of 2017. This legislation required the IRS to create new 1040 forms and new schedules. , standard deductions, itemized deductions, and more changed under the new law. Another major piece of legislation, the Affordable Care Act, necessitated changes to tax forms because of the subsidies, penalties, and new taxes the law mandated.

Choose The Right Income Tax Form
Your residency status largely determines which form you will need to file for your personal income tax return.
If you are a Maryland resident, you can file long Form 502 and 502B if your federal adjusted gross income is less than $100,000.
If you lived in Maryland only part of the year, you must file Form 502.
If you are a nonresident and need to amend your return, you must file Form 505X.
If you are a nonresident employed in Maryland but living in a jurisdiction that levies a local income or earnings tax on Maryland residents, you must file Form 515.
If you are self-employed or do not have Maryland income taxes withheld by an employer, you can make quarterly estimated tax payments as part of a pay-as-you-go plan, using Form PV. Please refer to Payment Voucher Worksheet for estimated tax and extension payments instructions.
If you owe additional Maryland tax and are seeking an automatic six-month filing extension, you must file Form PV along with your payment by April 15, 2020. You should file Form PV only if you are making a payment with your extension request.
If you need to make certain changes to your original Maryland return that has already been filed and processed, you must file Form 502X for 2019 to amend your original tax return.
What Do These Irs Tax Refund Messages Mean
Both IRS tools will show you one of three messages to explain your tax return status.
- Received: The IRS now has your tax return and is working to process it.
- Approved: The IRS has processed your return and confirmed the amount of your refund, if you’re owed one.
- Sent: Your refund is now on its way to your bank via direct deposit or as a paper check sent to your mailbox.

When To File Your Return
If you file your return on a calendar year basis, the 2020 return is due on or before . A fiscal year return is due on the 15th day of the 4th month following the end of the taxable year. When the due date falls on a Saturday, Sunday, or holiday, the return is due on or before the next business day. A fiscal year return should be filed on a tax form for the year in which the fiscal year begins. For example, a 2020 tax form should be used for a fiscal year beginning in 2020. See Directive TA-16-1, When a North Carolina Tax Return or Other Document is Considered Timely Filed or a Tax is Considered Timely Paid if the Due Date Falls on a Saturday, Sunday, or Legal Holiday.
Out of the Country: If you are out of the country on the original due date of the return, you are granted an automatic four month extension to file your North Carolina individual income tax return if you fill in the “Out of Country” circle on Page 1 of Form D-400. “Out of the Country” means you live outside the United States and Puerto Rico and your main place of work is outside the United States and Puerto Rico, or you are in military service outside the United States and Puerto Rico. The time for payment of the tax is also extended however, interest is due on any unpaid tax from the original due date of the return until the tax is paid.
Nonresident Aliens: Nonresident aliens are required to file returns at the same time they are required to file their federal returns.
Some Taxpayers Given Automatic Extension
The IRS takes into consideration that circumstances may be more difficult for some taxpayers giving certain groups more time to file without requesting an extension. Though our advice would always be to file as soon as you can gather together all the necessary paperwork.

You can do a few things to streamline your return submission when you file by paper:
- Make sure your name and Social Security number are on every page, both front and back.
- Double-check your address. This is where the IRS will send any notices, so it’s important that you don’t make a mistake.
- Mail your return to the right IRS service center. The address can change, depending on which state youre in and whether youre including payment with your return. The IRS provides a state-by-state list online so you can find the correct address.
- Get an automatic extension if you’re mailing your return close to the official filing deadline of May 17, 2021. Keep in mind that you should make a payment with your extension if you think you’ll owe anything. Otherwise, you could be subject to penalties and interest.
In 2021, most taxpayers receive an automatic extension on filing and paying their taxes. All individual tax returns are due on May 17, 2021 rather than April 15. Where To Mail Your Personal Tax Return
The IRS has more addresses than you might imagine because its processing centers are located all around the country. The address you’ll use depends on what you’re mailing and where you live. What Is An Irs Treas 310 Transaction
If you receive your tax refund by direct deposit, you may see IRS TREAS 310 listed for the transaction. The 310 code simply identifies the transaction as a refund from a filed tax return in the form of an electronic payment . This would also apply to those receiving an automatic adjustment on their tax return or a refund due to March legislation on tax-free unemployment benefits. You may also see TAX REF in the description field for a refund.
If you received IRS TREAS 310 combined with a CHILD CTC description, that means the money is for a monthly advance payment for the enhanced child tax credit.
If you see a 449 instead of 310, it means your refund has been offset for delinquent debt.

Why Is There Still A Massive Irs Backlog
Because of the pandemic, the IRS ran at restricted capacity in 2020, which put a strain on its ability to process tax returns and created a backlog. The combination of the shutdown, three rounds of stimulus payments, challenges with paper-filed returns and the tasks related to implementing new tax laws and credits created a “perfect storm,” according to a National Taxpayer Advocate review of the 2021 filing season to Congress.
