Taxing Times: Can I File My Taxes For Free?

U.S. Sen. Elizabeth Warren, D-Mass., took a shot in July on Twitter at Intuit for exiting the Free File program and said the “IRS can, and should, create its own free tax preparation and filing system.”

Back in early 2020, before the pandemic hit, the IRS said it was no longer promising not to enter the tax return software and e-file services marketplace. The pledge no longer exists for not creating a government-run system.

Then, it seemed there could be a flicker of hope.

The pandemic, though, hit the IRS hard. Shutdowns to stem the spread of COVID-19 in the spring of 2020 triggered delays in processing income tax returns and issuing refunds. The IRS also picked up extra work for rolling out Economic Impact Payments and later the advance Child Tax Credit to shore up the economy. It wasn’t pretty.

Going forward, it only makes sense for the IRS to work harder to give taxpayers even more access to no-cost software options for those willing to do their own tax returns. Getting Congress to really simplify the tax code wouldn’t hurt, either.

Software Features May Differ

Taxpayers comfortable with filing their own taxes should start with the IRS website, says Bruckner, the American University tax professor. The website should have everything a person needs to file their taxes, but she says there is one caveat: It can be a little confusing. Its hard to find answers to questions unless you know what youre specifically looking for, she said.

Thats where tax prep software may provide an advantage. But not all services provide the same, amount of help and the price can vary. TurboTax offers live professional tax support with some of its premium packages. TaxSlayer customers who purchase premium or self-employed packages can submit tax questions to their experts and expect an answer within 12 to 24 hours, the company said. And Jackson Hewitt offers free tech support but not professional tax expertise during select hours.

Irs Free File Tax Prep

You can obtain free tax preparation software for people with simple tax situations sponsored by tax software providers.

The packages work for people who only have income from one job and aren’t itemizing on their tax returns.

It is crucial to note that state tax returns are usually included in the free packages offered.

Under the new Child Tax Credit provision, you may have received an advance payment of up to $300 per month for each child under age 6 and up to $250 per month for each child age 6 and above starting in July. Keep in mind that you may see less Child Tax Credit when you file your 2021 taxes and in turn a lower tax refund if you received advance payments that were a portion of your full 2021 Child Tax Credit. Make sure you have IRS Letter 6419 in front of you when you sit down to file, so you can enter the correct advance payment amount received and claim the 2021 Child Tax Credit you are eligible for.

Who Qualifies For Free File

If your adjusted gross income was $73,000 or less in 2021, you can use free tax software to prepare and electronically file your tax return, according to IRS instructions online for the 2021 tax season. If you earned more, you can use Free File forms.

See IRS.gov/freefile to research options.

Roughly 70% of taxpayers, based on income, qualify for some software services offered. But only a small fraction of those who qualify actually use Free File.

More than 4.2 million taxpayers used one of the free online partner products that are part of Free File in 2020, according to data from the IRS. That is excluding the millions of nonfilers who used the system to claim Economic Impact Payments.

For fiscal year 2020, the IRS processed more than 150 million individual electronically filed returns.

Why has Free File participation been so historically low even after an uptick in 2020? Is it because taxpayers don’t know about the heavily hyped Free File? Or did taxpayers go online and end up being directed somewhere else for tax services?

We’re not talking about a new program. It has been about 20 years since the IRS first entered into a special agreement to encourage tax software companies to provide free tax return software to a certain percentage of U.S. taxpayers. But in exchange, the bargain included getting the IRS to agree that it would not compete with these companies by providing its own software to taxpayers.

How To Pick Tax Software

Some of the largest providers in the space include Intuits TurboTax, H& R Block, Jackson Hewitt, Blucoras TaxAct and TaxSlayer, according to Bloomberg Second Measure.

But experts say when choosing a software provider, you may want to dig into specifics including cost transparency, access to help from tax experts, whether data can be imported or rolled over year to year, company track record, how many years its been in business, whether the service uses personal data for reasons other than filing, and how often the software updates. And at all costs, avoid buying into deals that offer free tax filing services that lock you into buying something with your refund or paying extra to get your refund faster.

There are a lot of predatory tax preparation services that say use your refund here, said Sonja Pippin, an accounting professor at the University of Nevada at Reno. Dont do that.

In terms of the value, the best service really depends on individual taxpayer needs and preferences. Taxpayers should ask themselves whats more important: price or features? That might boil down to how complex their filing is, whether they want a stable price across years or how much professional tax support they need.

Start Your Tax Prep Early

To avoid missing the federal tax-filing deadline and minimize stress, it’s a good idea to begin your tax preparation early. Begin gathering your tax documents and other documentation now and make a plan for how you will file your taxes. If you qualify for free federal tax filing, you’ll save some money. Don’t forget to file a state return.

If you’re expecting a tax refund this year, putting extra money into an online savings account is an excellent way to be prepared for future financial needs. You never know when you’ll need to pay for an unexpected expense.

What Was The Big Criticism

Big names, like Intuit’s TurboTax and H& R Block, faced much criticism back in 2019 after a ProPublica investigation detailed how the companies limited the program’s reach by making free options more difficult to find online and instead figuring out a way to steer eligible taxpayers into products that weren’t free.

ProPublica’s reporting included pointing out that Intuit added code to the Free File landing page of TurboTax that hid it from search engines like Google, making it hard to find.

In January 2020, the IRS announced some changes designed to offer more consumer protections.

One such change: Tax preparation firms agreed that they would not exclude “Free File” landing pages from an organic internet search.

The IRS suggested that taxpayers search for standard labeling: “IRS Free File program delivered by .”

As part of IRS Free File, taxpayers cannot be offered bank products that often carry fees, such as high-cost refund anticipation loans.

If you used IRS Free File last year, the company you used is required to send you an email welcoming you back to their official IRS Free File services.

The email must include a link to the companys IRS Free File site and explain how to file with it. If you choose this email link and qualify, you will not be charged for preparation and e-filing of a federal tax return.

How To Find A Free File Provider

Even without TurboTax as an option, you still have a slew of options for free filing if your income is below the $73,000 threshold. The IRS actually makes it quite easy to find a Free File option as of this writing, there are eight different providers that offer services through Free File. Not every provider is available in every state, though, and several have income restrictions that differ from the $73,000 limit.

That being said, the IRS gives you two ways to find a Free File provider:

  • IRS Free File Online Lookup Tool: The lookup tool presents you with a questionnaire that will help you find eligible providers based on criteria such as your AGI, state of residence, and filing status. The tool is available for anyone to use on the IRS website.

  • Browse all offers: This option lets you see all eight Free File providers as well as who is eligible. The page includes information such as who is eligible based on AGI, state and age. Free File providers include Free1040TaxReturn.com and FreeTaxUSA, plus options from ezTaxReturn and TaxAct. You can see all offers on the IRS website.

To use Free File, you must first visit www.IRS.gov/freefile. Click the “Start Now” button to review the list of tax software companies and select one that best suits your needs, or use the “Help Me Find Free File Software” tool for assistance.

Once you select a company link from the list, you will be notified you are leaving the IRS.gov website, and you will be taken directly to the Free File member company’s website to begin preparation of your federal income tax return. Remember, you must access the company through the IRS.gov website to use Free File.

Free File preparation and e-filing assistance is available to taxpayers who have a 2020 Adjusted Gross Income of $72,000 or less. However, each participating software company sets its own eligibility requirements, which may be limited to specific states and include other criteria. Carefully review the Free File offerings before selecting the company, or use the “Help Me Find Free File Software” tool for assistance.

If your income exceeds $72,000, you may use Free File Fillable Forms. This basic e-filing service includes no preparation software assistance. It is best for people experienced in preparing their own tax returns.
