Who Takes Real Estate Tax Deductions
When the buyer files his or her taxes for the year, he or she will be able to deduct the real estate taxes he or she paid as an itemized deduction. Indeed, for tax purposes, the IRS automatically treats the seller as having paid the property taxes up to the date of sale, and the buyer having paid the taxes due after the date of sale.
Example: Bill purchases a home from Sandra with a September 1 closing date. The real estate tax year in the area was the calendar year. The real estate tax due for the year was $900 and was paid by Sandra on August 1. The sales contract Bill and Sandra sign should pro-rate payment of these taxes based on the number of days each own the house during the year of sale. Bill will own the property for 122 days, which amounts to 33% of the year . Bill should reimburse Sandra for 33% of the $900 property tax she paid–that is, Bill should pay $300.
Homeowners may deduct as an itemized personal deduction state and local real estate taxes they pay on their main home and vacation homes. Thus, both Bill and Sandra from the above example can deduct their real estate taxes as an itemized deduction the real estate taxes paid.
Example 1: Assume that the contract Bill and Sandra made didn’t require Bill to reimburse Sandra for his $300 share of the $900 real estate taxes she paid, and Bill in fact does not do so. Bill may still deduct $300, and Sandra only $600.

How Do You Pay Real Estate Taxes
If you are financing your home, its common for the property taxes to be split up into installments and tacked onto your monthly mortgage payments. The IRS considers a house and the land it sits on as “non-movable” property. Barns, garages and other outbuildings also are non-movable. Personal property, however, includes items that are movable, like vehicles, livestock and furniture. The general determination of whether something is considered unmovable is if the item would be damaged if it were moved. Walls in a home would be damaged if they were moved, so the home is not considered personal property. But most objects inside the home, like furniture, would not be damaged if moved, so they are considered personal property. Personal property is best defined as anything that is not real estate.
How The Real Property Tax Is Computed
The amount of tax due is determined by dividing the assessed value of the property by $100, and then multiplying that amount by the applicable tax rate for the property, as stated in the below chart.
For example, your residential property is under the Class 1 tax rate, which is $0.85. If your house is assessed at $500,000, divide $500,000 by 100 that amount is $5,000. Then multiply $0.85 by $5,000. Your annual tax is $4,250 .
If your commercial property is classified as Class 2, and your property is assessed at a total value of $5,000,000 or less, your tax rate is $1.65. If your propertys assessed value is exactly $5,000,000, divide that value by 100 the amount is $50,000. That amount multiplied by $1.65 is your annual tax of $82,500.
However, if your Class 2 property is assessed at, for example, $5,500,000, your tax is computed using the $1.77 tax rate. Divide $5,500,000 by 100. That amount is $55,000. Multiply $1.77 by $55,000. That product is $97,350, which is the annual tax on the propertys $5,500,000 assessment.
Other rates as stated below apply to commercial Class 2 properties valued at more than $10,000,000, vacant properties and blighted properties.

Real Estate Tax Is Tax Collected By The City
WHO IS TAXED: All owners of real estate located within the City and School District. The market value of the property is determined by the Allegheny County Office of Property Assessment. The taxes are calculated by applying the millage rate to the assessed value.
DISCOUNTS: Taxpayers may take a 2% discount on either of the following if taxes are paid by February 10th:
* The total annual tax due or,
* The first installment of tax due.
TAX PAYMENT DUE DATES:
* Last day of February for 1st installment or the annual amount at gross
* April 30th for 2nd installment
* July 31st for 3rd installment
If no payment is made by the last day of February or if less than the entire first installment amount is paid by the last day of February, the entire years taxes become due and payable in full and incur interest charges from March 1st.
Tax bills are mailed in January. Further installment bills are mailed in April and July.
